Taylor Wimpey, one of the UK's largest homebuilders, has apologised to residents of the Edlogan Wharf estate in Cwmbran for failing to empty a litter bin.
The bin, located on Clôs Glas y Dorlan near the children's park, was not emptied after Taylor Wimpey's contract with Torfaen Council expired in early September.
A resident described the situation as a "shambles" with "horrendous" smells, and noted that dog walkers continued to fill the bin with pet waste, leaving it "overflowing".
A spokesperson for Taylor Wimpey stated:
"We recently transitioned our bin collection service from Torfaen Council to a new provider."
Taylor Wimpey has taken responsibility for the issue, acknowledging their failure to maintain the bin.
